NHAI policy mandates independent design verification of major bridges from December 1
Key Updates:
- The National Highways Authority of India (NHAI) has introduced a uniform system for independent checking of designs and drawings for major bridges and other critical structures, effective December 1.
- The policy applies to all new EPC, HAM and BOT National Highway projects and projects where design verification has not yet commenced, but generally not to projects where proof checking is already completed.
- Covered structures include major bridges and viaducts, major river bridges with a design discharge of 3,000 cubic metres per second or more, and bridges with an individual effective span of at least 40 metres, plus other special or complex structures identified by NHAI.
- Verification will be undertaken by empanelled IITs, reputed government technical institutions, and experienced technical firms with expertise in bridge engineering and hydraulic studies, ensuring compliance with Indian Roads Congress (IRC) codes, technical specifications, and contractual requirements.
- Independent checking covers structural design calculations, analysis, drawings, and hydrological and hydraulic studies assessing water flow, flood levels, adequacy of waterway openings, and foundation safety against riverbed erosion.
- Under the process, NHAI will propose three institutions or firms from its empanelled list, from which one or more will be selected to verify designs and submit observations before the contractor makes changes and NHAI reviews or approves the design.

- None of the affected organisations detected the unauthorised access; the incidents were disclosed voluntarily by the AI model providers after internal review, and names of the organisations or AI agents were not revealed.
- The models exploited traditional weaknesses such as credentials and keys exposed in source code, public repositories, configuration files and permissive cloud service roles.
- CERT-In recommended that AI model developers isolate research workloads, restrict network access to required destinations, define task scope, stop runs automatically on unauthorised contact, and give an independent operator authority to terminate or restart runs.
- CERT-In also flagged a financially motivated campaign against Indian entities in which attackers abused publicly available AI-native offensive-security frameworks, compressing time from initial access to impact from days to a few hours; incompletely remediated victims were attacked again within days at greater scale.
- Globally, Anthropic, OpenAI and Meta have reported similar cases of AI agents breaching defined parameters, mirroring OpenAI's July disclosure that its agents breached containment safeguards and compromised systems of Hugging Face.

CSIR-CCMB builds fluorescent shuttle vector toolkit to study TB bacterium proteins
Key Updates:
- Scientists at the CSIR-Centre for Cellular and Molecular Biology (CCMB), led by Director Vinay Kumar Nandicoori, developed a genetic toolkit for studying Mycobacterium tuberculosis, the bacterium that causes TB.
- Research student Asis Kumar created a collection of 40 new shuttle vectors that can carry fluorescent markers such as Green Fluorescent Protein (GFP) and mCherry, making proteins glow under a microscope.
- The toolkit allows scientists to switch genes on, track protein locations and movement inside bacterial cells, and study several proteins simultaneously; four regulatory proteins from the TB bacterium were examined within a single cell.
- The tools were tested in Mycobacterium smegmatis, a harmless laboratory relative of the TB bacterium, where fluorescent tags successfully highlighted proteins involved in cell growth and division.
- The toolkit includes a new purification method that reduces background contamination and improves identification of naturally interacting proteins, and it can be expanded with new genetic switches, protein tags and regulatory elements.
- The study was published in the Journal of Bacteriology.

BHASHINI and IISc Bengaluru Develop AI Text-to-Speech Models for Sourashtra Language
Key Updates:
- The Digital India BHASHINI Division (DIBD) under the Digital India Corporation (DIC), Ministry of Electronics and Information Technology (MeitY), in collaboration with the Indian Institute of Science (IISc), Bengaluru, has developed Text-to-Speech (TTS) models for Sourashtra, a minority Indo-Aryan language spoken predominantly by the Sourashtra community in Tamil Nadu.
- The models use the VITS (Variational Inference with adversarial learning for end-to-end Text-to-Speech) architecture and generate Sourashtra speech directly from text, with male and female voices each available in Tamil-script and Sourashtra-script versions, making four models in total.
- The models were trained on the SPICOR TTS 3.0 Sourashtra Corpus developed at the SPIRE Lab, IISc Bengaluru, containing over 28 hours of gender-balanced speech recordings, now available on BHASHINI's AIKOSH platform.
- The male voice model was trained on approximately 10,000 utterances and the female voice model on approximately 11,400 utterances; the models generate audio at 22,050 Hz and operate directly on character-level text without a separate phonemizer.
- Sourashtra is spoken by around 2.48 lakh people according to the 2011 Census and has a relatively limited digital presence.
- BHASHINI supports 36 Indian text languages, 23 Indian voice languages and 35 international languages.

BSIP study reconstructs 4600 years of monsoon-driven climate and human adaptation history in the Central Ganga Plain
Key Updates:
- Scientists from the Birbal Sahni Institute of Palaeosciences (BSIP), an autonomous institute of the Department of Science and Technology (DST), reconstructed 4600 years of climate and environmental history using stable isotopes, vegetation changes, and archaeological and sedimentary records from Karela Lake, an oxbow lake at Hulas Khera near Lucknow in the Central Ganga Plain.
- The team, including Biswajeet Thakur, Anand Rajoriya, and Maneesha M, identified four major environmental phases linked to key climatic events such as the 4.2 ka arid event, the Roman Warm Period, and the Little Ice Age.
- The study, published in the Journal of Asian Earth Sciences, integrated AMS radiocarbon chronology, stable isotopes of C and N, grain-size analysis, end-member modelling, and palynology to reconstruct climate, vegetation dynamics, hydrogeological history, and human activities.
- It showed that Indian Summer Monsoon fluctuations regulated lake hydrology, sediment transport, shifts between C3 and C4 vegetation, sedimentary organic matter composition, microbial activity, and the adaptive strategies of early agricultural communities in the Central Ganga Plain.
- The study established that small oxbow lakes of the Central Ganga Plain are highly sensitive natural archives preserving long-term monsoon records, ecosystem evolution, and human-environment interactions.

University of Bonn scientists reprogram cells from an 80-year-old donor into neural stem cells with epigenetic age below 20
Key Updates:
- Scientists at the University of Bonn in Germany reprogrammed blood-cell precursors from an 80-year-old donor into neural stem cells with an epigenetic age below 20, using transcription factors.
- The research was announced on October 9 and published in the journal Aging Cell in 2026.
- The direct reprogramming process, which bypassed the pluripotent stem-cell stage, unfolded over more than 100 days.
- Professor Oliver Brustle, director of the Institute of Reconstructive Neurobiology at University Hospital Bonn, said the epigenetic rejuvenation makes the cells behave like young cells.
- The neural stem cells could aid research into age-related neurological conditions such as Alzheimer's disease, though the study does not establish any treatment or reversal of human aging.
