Ministry of Cooperation issues MSCARO, 2026 for risk-based statutory audit reporting in Multi-State Cooperative Societies
Exam-focused facts from the 14 October 2026 current affairs briefing.
Key facts
- The Ministry of Cooperation has mandated the Multi-State Co-operative Societies (Auditor's Report) Order, 2026 (MSCARO, 2026) to strengthen transparency, accountability, financial discipline and good governance in Multi-State Cooperative Societies (MSCS).
- MSCARO, 2026 was formulated under Section 73(6) of the Multi-State Co-operative Societies (Amendment) Act, 2023, based on inputs from the RBI, ICAI, CAG and Multi-State Cooperative Societies, and is modelled on the Companies (Auditor's Report) Order (CARO).
- Auditors must report on financial, administrative, governance and statutory compliance parameters in a standardized format with clear Yes/No responses and remarks.
- The framework enables risk-based regulatory supervision by the Central Registrar of Cooperative Societies (CRCS) and early identification of financial stress through reporting of NPAs, overdue loans, liquidity positions, deposits, advances, repayment defaults and borrowings.
- Standardized audit information will be integrated with the CRCS Portal to enable automated scrutiny, regulatory dashboards, risk scoring and AI-based analytics.
- The framework includes audit-level verification of cybersecurity and anti-money laundering compliance, including PMLA-related appointment of Designated Directors and Principal Officers.
- Implementation will be phased: the initial phase covers societies crossing the ₹1,000 crore threshold, with the long-term objective of extending the framework to societies crossing ₹50 crore in relevant financial parameters.
