Exam-focused facts from the 27 October 2026 current affairs briefing.

Key facts

  • The Government of India has introduced a 'Concessional Local Pass' for eligible non-commercial vehicle owners residing within 20 km of a National Highway fee plaza, to enhance Ease of Living for local residents.
  • The annual fee is Rs.1,500 for fee plazas located outside municipal or local town areas and Rs.3,000 for plazas situated within these limits.
  • Eligible vehicle owners with a valid and functional FASTag can choose between the existing monthly pass and the concessional Local Pass for commuting through a specific fee plaza.
  • The pass is valid only for that fee plaza and is not transferable to other plazas.
  • The pass is not available on National Highways or Expressways with a closed user-fee collection system, and is not issued where a service road or alternative road is available.
  • The rule comes into effect from 1 November 2026, with the pass available at eligible toll plazas from that date and via the Rajmargyatra App from 1 December 2026.
  • The change was notified through the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026, under the National Highways Act, 1956; rates may be revised annually, effective 1 April.
  • The amendment, announced by the Ministry of Road Transport & Highways, covers over 13 crore FASTags issued nationwide.
