Key facts
- Union Environment Minister Bhupender Yadav launched the implementation guidelines for National Coastal Mission 2.0 (NCM 2.0) in New Delhi on 30 September 2026.
- NCM 2.0 is a Central Sector Scheme with an approved outlay of Rs 767 crore for 2025-26 to 2030-31, covering nine coastal States and four Union Territories.
- It subsumes the earlier National Coastal Mission (2021-22 to 2025-26) with effect from 16 May 2025.
- The largest component is Rs 250 crore for green coastal infrastructure on highly eroding coastlines and for ICZMP and CMSP covering about 1,000 km of coastline.
- The Project Steering Committee, chaired by the Secretary, MoEFCC, is the apex body, and the Central Pollution Control Board (CPCB) is the Central Nodal Agency for fund flow.
- Other components include Rs 320 crore for Climate Resilient Blue Economy Growth, Rs 82 crore for climate change adaptation with mitigation co-benefits, Rs 15 crore for capacity building and Rs 100 crore for project management.
- NCM 2.0 projects still require clearance under the Coastal Regulation Zone (CRZ) Notification, 2019, issued on 18 January 2019 under the Environment (Protection) Act, 1986.
