India and Netherlands Sign Tripartite MoUs for Technical Cooperation on Gujarat's Kalpasar Project

Key facts

• The Ministry of Jal Shakti signed two tripartite MoUs with the Netherlands on 24 September 2026 for technical cooperation and capacity building for the Kalpasar project in Gujarat.
• The MoUs were signed between the Central Water Commission (CWC), the Kalpasar Department of the Gujarat government, and Dutch institutions Deltares and TU Delft, on the sidelines of the ninth India International Water Week (IIWW) 2026.
• Jal Shakti Minister C R Patil and Netherlands Vice Minister for Infrastructure and Water Management Jaap Slootmaker chaired a bilateral meeting on the strategic water partnership at Bharat Mandapam.
• A Letter of Intent for technical cooperation on the Kalpasar project was signed on 16 May 2026 during Prime Minister Narendra Modi's visit to the Netherlands.
• The Kalpasar project envisages creation of a freshwater reservoir using runoff from the Sabarmati, Mahi and Dhadhar rivers, supplemented by water conveyed from the Narmada River.
• The ninth IIWW 2026 is being held at Bharat Mandapam from 22 to 26 September with the theme 'Climate Resilient Water Management'.
