## India and New Zealand ink customs pact for electronic exchange of trade origin data

### Key Updates

- India and New Zealand signed a Memorandum of Cooperation (MoC) to enable electronic exchange of origin data for trade in goods, aimed at facilitating cross-border trade and improving utilisation of tariff concessions under their free trade agreement (FTA).
- The MoC was signed on October 19 by Central Board of Indirect Taxes and Customs (CBIC) Chairman Vivek Chaturvedi and New Zealand Customs Service (NZCS) Comptroller and Chief Executive Christine Stevenson.
- The India-New Zealand FTA came into force on October 20.
- Under the arrangement, the two countries will enable advance electronic exchange of origin data to improve customs cooperation and reduce information gaps for businesses.
- Rules of origin determine the country in which a product qualifies as originating for receiving preferential tariff treatment under a trade agreement, and compliance is essential for importers claiming lower or zero customs duties under an FTA.

## Supreme Court Rules Profitability No Shield Against Insolvency for Debt-Defaulting Companies

### Key Updates

- The Supreme Court ruled that a profitable company cannot escape insolvency proceedings if it has defaulted on debt repayment, dismissing appeals against insolvency admission for Gstaad Hotels, operator of JW Marriott in Bengaluru, and Neo Capricorn Plaza, operator of Crowne Plaza in Pune.
- The court held that the Insolvency and Bankruptcy Code (IBC) is premised on timely intervention rather than terminal insolvency, addressing financial stress as soon as a default occurs.
- The Supreme Court clarified that the National Company Law Tribunal (NCLT) need not settle the exact amount payable before admitting an insolvency petition, as default is a historical and static event while the quantum of debt is dynamic.
- Records maintained by an Information Utility (IU) can establish default, and a company disputing such records must provide strong evidence, as mere denial is insufficient.
- The judgment examined the IBC Amendment Act, 2026, which replaced 'may' with 'shall' in Section 7(5), making admission of insolvency applications mandatory once statutory conditions are met, and specified that an IU record of default filed by a financial institution suffices to establish default before the NCLT.

## Mecca Joint Defence Agreement text reveals mutual defence clause binding Pakistan, Saudi Arabia and Turkiye

### Key Updates

- The full text of the Mecca Joint Defence Agreement, signed by Pakistan, Saudi Arabia and Turkiye, was published by UK-based digital news website Middle East Eye, which reported that Turkiye has submitted the pact to its Parliament for ratification.
- The pact, signed in August 2026, establishes a defence alliance similar to Article 5 of the North Atlantic Treaty, under which an armed attack against one member state is considered an attack against all member states.
- The 16-article agreement commits the three countries to mutual military assistance and cooperation in intelligence, defence production, logistics and counter-terrorism.
- Article 9 provides for intelligence-sharing through mutually agreed secure channels, while Article 10 provides for logistical support including weapons, ammunition, fuel and spare parts during peacetime, war and emergencies.
- Article 13 restricts disclosure of classified information obtained under the agreement to any state, company or individual outside the three signatories.
- The agreement remains in force indefinitely once ratification is completed, but a member cannot withdraw during the first 10 years; thereafter withdrawal requires written diplomatic notification at least three months in advance.
- The agreement invokes Article 51 of the United Nations Charter, recognising the inherent right of individual and collective self-defence.

## Indian Army's First Dedicated Communication Satellite GSAT-7B Slated for Mid-2028 Launch

### Key Updates

- The Navy received its new satellite GSAT-7R last November when ISRO launched it to replace the ageing Rukmini, enabling secure communication among warships, submarines, aircraft and shore-based control centres.
- The Indian Army currently has no dedicated satellite and shares the Air Force's GSAT-7A.
- Senior officials said on 19 October that ISRO is expected to launch GSAT-7B, the Army's first dedicated communication satellite, around mid-2028, delayed from the original November 2027 schedule by about six months due to technical difficulties.
- In March 2023, the Ministry of Defence signed a ₹3,000-crore contract with NewSpace India Limited (NSIL) for GSAT-7B.
- The five-tonne (5,000 kg) GSAT-7B will be the heaviest communication satellite India has ever built and will operate from geostationary orbit, connecting soldiers, units, weapon systems, aircraft and other equipment securely.
- The Ministry of Defence recently signed a ₹2,563-crore contract with NSIL for GSAT-7C, a fully Indian-made satellite for the Air Force.
- In October 2024, the Cabinet Committee on Security approved the ₹26,968-crore third phase of the Space Based Surveillance programme to place 52 military satellites in orbit over three years, with ISRO building 21 and private Indian companies supplying 31.
- The Joint Military Space Doctrine was released at the Combined Commanders' Conference in Kolkata last September, and a National Military Space Policy is being drafted.

## UNEP Emissions Gap Report 2026 projects worse global warming, citing US Paris exit and rising emissions

### Key Updates

- The United Nations Environment Programme (UNEP) released the 'Emissions Gap Report 2026: The Point of Return', warning that global warming could worsen beyond earlier projections due to the United States' withdrawal from the Paris Climate Agreement and revised estimates of historical emissions.
- Even if all Nationally Determined Contributions (NDCs) are delivered and similar efforts continue, global temperatures could rise by 2.6 degrees Celsius above pre-industrial levels by 2100, which is two-tenths of a degree higher than last year's projection.
- If current policies continue, warming could reach 2.8 degrees Celsius within this century and increase thereafter; even in the most optimistic scenario with all NDCs plus additional net-zero targets achieved, warming would only be limited to 2.1 degrees Celsius.
- The report finds the United States recorded the largest increase in greenhouse gas emissions among the world's 20 major economies last year, with emissions rising by 133 million tonnes of carbon dioxide equivalent, driven by higher electricity demand and increased coal-fired power generation.
- The US policy shift is estimated to add one-tenth of a degree Celsius to global temperatures by the end of the century.
- The report examines a 'lowest possible' 1.5 degrees Celsius overshoot scenario, in which peak warming by around mid-century is limited to 1.7-1.8 degrees Celsius and temperatures return to or below 1.5 degrees Celsius by 2100 with a 50% chance; every five years of CO2 emissions at current levels pushes peak warming up by around 0.1 degrees Celsius.
- To stay on the most optimum 1.7-1.8 degrees Celsius pathway, global greenhouse gas emissions must fall by 18% by 2030, 45% by 2035 and 69% by 2040, all relative to 2025 levels, whereas full NDC implementation would cut emissions only 5-8% by 2030 and 11-15% by 2035 relative to 2025 levels.
- The lowest possible 1.5 degrees Celsius overshoot scenario would require removing roughly 320 gigatonnes of CO2 from the atmosphere and permanently storing it over the century, equivalent to around eight years of 2024's global CO2 emissions.
- The report was released ahead of COP31 in Turkey next month, and the UN warned that the world is falling short of the Paris Agreement's goal of limiting warming to well below two degrees Celsius, preferably 1.5 degrees.
- UN Secretary-General Antonio Guterres called for urgent action, while UN Climate Change Executive Secretary Simon Stiell said renewables are now the cheapest source of new electricity in most of the world and solar power deployment has grown seven times faster than expected a decade ago.

## ADB report: Asia-Pacific coastal flood losses could hit $199 billion a year by 2050

### Key Updates

- The Asian Development Bank (ADB) released the Asia-Pacific Climate 2026 report, titled 'Coastal Risks on the Rise: Actions for a Resilient Future', on 21 October 2026.
- Annual coastal flooding damages in Asia-Pacific could reach $172-199 billion by 2050 and $520-739 billion by 2100 without adaptation, with India, China and Indonesia facing the largest monetary losses.
- Coastal flooding currently causes about $27 billion in damage a year across 30 economies, and $40-45 billion in trade value is at risk annually from port disruptions.
- In atoll nations, annual flood damages could exceed half of GDP; small island developing states account for nine of the ten largest welfare losses, including Maldives at 3.8%, Kiribati at 2.7%, and Tonga and the Federated States of Micronesia at about 2.6%.
- Keeping coastal flood damages near current levels would require about $9-19 billion a year in flood protection across ADB's developing member countries, with avoided damages of $178-360 billion a year, making adaptation benefits nearly 20 times the cost.
- By 2030, climate factors could push up to 124,000 Pacific women into food insecurity compared with 102,000 men, and women contribute about 56% of small-scale fisheries catches in the Pacific.
- The report cites a mangrove and salt-tolerant bioshield in Gujarat that reduces salinity intrusion while restoring fisheries as a youth-led climate adaptation solution.
