Trai Unveils Digital Connectivity Rating Platform to Certify In-Building Connectivity

• The Telecom Regulatory Authority of India (Trai) launched an integrated Digital Connectivity Rating (DCR) platform and a mobile application on September 26, 2026, to assess and certify in-building mobile and internet connectivity across residential, commercial, and government properties.
• The rating methodology evaluates properties on fibre readiness, mobile network availability, in-building connectivity solutions, and Wi-Fi infrastructure, with weighted scores based on availability and signal strength of multiple telecom service providers.
• Consumers can search rated properties by name, certificate ID or location, compare them, and verify digitally signed rating certificates through a QR code.
• Trai Chairman Anil Kumar Lahoti said the framework will initially operate on a voluntary basis, similar to how green building certifications gained acceptance over time.
• The framework prohibits exclusive tie-ups between property developers and telecom service providers; rating agencies must publish ceiling rates on the portal, while actual charges are set through market competition.
• As of launch, 23 accredited Digital Connectivity Rating Agencies (DCRAs), 11 property managers, and 7 properties were registered on the platform.
• The platform maintains a digital audit trail, allows occupants to raise objections and seek formal review of ratings, and Trai can suspend or penalise registrations that fail to meet prescribed standards.
