Swachh Seva Aankalan Introduced as Digital Rural Sanitation Assessment under Swachh Bharat Mission-Grameen

Key facts

• Swachh Seva Aankalan (SSA), developed by the Department of Drinking Water and Sanitation under Swachh Bharat Mission Grameen 2.0, provides an annual Gram Panchayat-level digital self-assessment of rural sanitation services.
• Under SSA, ODF Plus Model Gram Panchayats assess sustainability of their ODF status, visual cleanliness, and Solid and Liquid Waste Management (SLWM) systems, including functioning and maintenance of sanitation assets.
• Self-assessment findings are validated by the Gram Sabha at the village level before review by district and State/UT authorities.
• The framework, aligned with the 73rd Constitutional Amendment, gives Gram Panchayats and Gram Sabhas a greater role in reviewing sanitation performance and identifying gaps.
• The launch precedes Swachhata Hi Seva 2026, beginning September 17, and SSA outcomes will be discussed at Special Gram Sabhas on October 2, 2026, observed as Swachh Bharat Diwas.
